(1.a.) Student Access Section
 Formulates/enhances policies/guidelines and procedures on StuFAPs and other financial assistance programs in coordination with other offices;
 Determines slot allocation, distribution and funding requirements of the various Student Financial Assistance Programs (StuFAPs);
 Conducts public consultations, orientations, conferences and other information dissemination activities relative to student access programs;
 Prepares plans, programs, budgetary requirement, and accomplishment reports of the Division;
 Facilitates the execution of Memoranda of Agreement between CHED, selected HEIs and concerned legislators relative to the administration of student access programs;
 Coordinates the formulation of policies and guidelines on tuition fees and other forms of student access with CHEDROs, concerned agencies/legislators relative to the implementation of various StuFAPs and special programs/projects;
 Conducts monitoring and evaluation of student access programs and prepare reports;
 Updates and evaluates records of CHED beneficiaries;
 Consolidates student access regional data and interprets them to establish information for publication and to recommend for possible policy enhancement or revision;
 Conducts annual reconciliation of physical and financial matters of various StuFAPs with the CHEDROs; and
 Prepares advocacy materials for student services and programs such as brochures, memoranda, flyers, handbooks, posters, information kit, etc.
(1.b.) Student Welfare and Development Section
 Formulates/enhances policies/guidelines and procedures for higher education student welfare and development services such as: guidance and counseling, information service, orientation service, student housing, food service, student organization and activities, student discipline, health services, special needs service, and research monitoring and evaluation and monitoring of the same for policy revision;
 Prepares plans, programs, budgetary requirement, and accomplishment reports of the Division;
 Assesses regularly the extent of the National Service Training Program (NSTP) efficiency and effectiveness and facilitates the enlistment of NSTP Graduates to the National Service Reserve Corps (NSRC);
 Evaluates the NGO Accredited NSTP Providers in terms of formulated training modules, program delivery, and services rendered to HEIs;
 Evaluates agency/organization-sponsored, student-related activities before preparation of CHED Memorandum endorsing the same for participation of interested stakeholders;
 Develops criteria and instruments for the monitoring and evaluation of CHED’s functions in the students services and related development programs as provided for by various laws and social development agenda;
 Conducts monitoring and evaluation of student and development policies, programs and projects in coordination with the CHEDROs including OPLAN Balik Eskwela, and other student development programs and prepare the corresponding reports;
 Conducts public consultations, orientation conference and other information dissemination activities relative to the result of evaluation studies relative to student development and services;
 Establishes linkages with other government and non-government offices including preparation of Memoranda of Agreement and specific terms of reference for the existing and proposed policies and programs on student affairs and services iin coordination with the concerned Office;
 Coordinates closely with other government agencies and non-government offices towards improving the admission and retention policies of higher education institutions;
 Provides information and guidance for students’ career development;
 Prepares brochures and other information materials relative to the functions of the division; and
 Consolidates regional data and interpret the same to recommend for possible policy enhancement or revision.
