WHAT IS SIKAP?

Scholarships for Instructors’ Knowledge Advancement Program (SIKAP) provides opportunities for Higher Education Institution (HEI) teaching and non-teaching personnel seeking advanced studies in identified universities and colleges in the Philippines. 


AM I ELIGIBLE TO APPLY FOR SIKAP?

You may apply for SIKAP if you are:  You are INELIGIBLE to apply for SIKAP if you are any of the following:
  • A Filipino citizen;
  • A teaching or non-teaching personnel employed in any of the following HEIs on a full-time basis; 
    • Public or Private HEIs (excluding LUCs) that are institutionally recognized by CHED as Certified by the Office of Institutional Quality Assurance and Governance (OIQAG);
    • An HEI located in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) that is duly recognized by the Ministry of Basic, Higher and Technical Education (MBHTE); or 
    • For Local University and Colleges (LUCs), LUCs with Institutional Recognition (IR) issued by CHED.
  • Admitted or will enroll in graduate degree program within the term of application;
  • Physically and mentally fit to undertake and complete the scholarship program;
  • Not more than 50 years old within the next six (6) months from the date of application; 
  • Cleared of any pending obligations from all previously awarded grants or scholarships, including those in which you were engaged as a team member in research grants, or grants of similar nature as attested by a Clearance; 
  • Part of the SHEI’s manpower development plan, as attested by endorsement from Sending HEl;
  • Willing to execute a Return Service Agreement with the SHEI;
  • In good academic standing and not on extension of study at the time of application, if on-going student. 
  • If applying for Full-Time Study, have an approved full-time study leave without teaching/workload covering the entire scholarship period.
  • If applying for Part-Time Study, have a permit to study from SHEI.

 

 

 

 

 

 

  • With existing government-funded grants/scholarships, including those with Notice of Award and/or executed scholarship/ grant contract;
  • Do not have clearance from previous awarded grants/scholarships, including those where you served as team members on a funded grant;
  • Failed to disclose having a relative up to the fourth (4th) degree of consanguinity or affinity employed at the CHED Regional Office (CHEDRO) where the application is being processed;
  • With relatives within the fourth (4th) degree of consanguinity who are already existing scholars of SIKAP or HUSAY program;
  • With administrative and supervisory functions and/or designations/positions that has the authority to appoint and/or issue appointments;
  • Found guilty of administrative or criminal charges, or those with pending administrative or criminal cases;
  • Not currently employed in an HEI at the time of application;
  • With degree at the same level being applied for (i.e. applicants applying for scholarship to pursue a doctorate degree must not have an existing doctorate degree);
  • Enrolled in more than one graduate program at the time of application;
  • With incomplete, failed grades, or dropped subjects from prior graduate-level courses;
  • Already on extension of study or beyond the prescribed period of study;
  • With poor academic performance;
  • Transferred to another program due to failure to meet academic requirements or inability to complete the program;
  • Employed and studying in the same HEI including Contract of Service/ Contractual and Job Order arrangement except those belonging to the following groups: 
    • Persons with Disabilities (PWDs);
    • Solo parents;
  • Beneficiary of existing faculty and staff development programs of their Sending HEIs (SHEIs);
  • Terminated from a CHED or government scholarship due to non-completion, breach of contract and other analogous reasons; and
  • Filed multiple applications in the CHED Regional Office and/or in more than one CHED Regional Office; and
  • Do not fulfill any of the eligibility requirements provided in this policy, including non-compliance or incomplete submission of documentary requirements.

HOW DO I APPLY FOR SIKAP?

Step 1: Check the eligibility requirement. 

Check whether you are eligible to apply for SIKAP. 

Step 2: Complete the documentary requirements 

          • Each application package shall consist of the following:
            1. SHEI Endorsement Form*
            2. Application Form:* Full-Time | Part-Time
            3. Certificate of Employment with Compensation*
            4. Approved Study Leave issued by the SHEI represented by its Governing Board or its equivalent and duly endorsed by the Faculty and Staff Development Committee or its equivalent for full-time study
            5. Certificate of clearance from previous grants, proof of trainings attended, published works or research presented, if applicable
            6. NBI Clearance
            7. Medical Certificate of physical fitness and mental fitness to undertake and complete the program, as certified by a licensed physician including a copy of medical records *
            8. Proof of Admission to the DHEI
            9. Transcript of Records (for every undergraduate and graduate/post-graduate degree attained) 
            10. Return Service Agreement and Draft Re-entry Action Plan*
            11. Copy of publication in the past five (5) years, if any;
            12. Certificate of Award, if applicable.

Step 3: Submit the application package to your Sending HEI (or the HEI of employment)

The SHEI (or the HEI of employment) will evaluate the application package of eligible applicants to ensure that the submission is complete and correct. After the evaluation, the SHEI shall shortlist eligible applicants and prepare an official list of their nominated applicants. The list for submission shall be ranked accordingly. 

Step 4: Endorsement of application packages to concerned CHEDRO

The SHEI shall endorse the official list of nominees, along with their complete application packages, to the CHEDRO of the Delivering Higher Education Institutions (DHEIs) on or before the prescribed deadline.

Step 5: Generation of applicant number

After the SHEI has endorsed the official list of their nominees with the respective application packages, the CHEDRO will provide the endorsed nominees a link to their Google Form for the generation of applicant number.


WHAT ARE THE SCHOLARSHIP PRIVILEGES UNDER SIKAP?

  • Successful applicants who are awarded with the scholarship and found compliant in the terms and conditions of the policy and for release of financial privileges are entitled to the following scholarship privileges for the term when their application was approved by CHED:

   

 


HOW IS SIKAP IMPLEMENTED?

SIKAP shall be implemented through the DHEI model:

    1. SIKAP scholars must undertake and complete their degree program in an eligible graduate program offered by any CHED-partner HEIs with signed Memorandum of Agreement (MOA), otherwise known as Delivering HEIs (DHEIs). 
    2. The payment of tuition and other fees shall be through billing method directly to the Delivering HEIs. 
    3. The financial privileges of the scholar shall be released on an individual basis through the CHED Authorized Government Servicing Bank (AGSB).

PRIORITIZATION

  1. Priority shall be given to incoming Master’s students who are faculty members with a salary grade of 18 or below, or its equivalent, and are included in the Manpower Development Plan of their respective HEIs.
  2. The order of prioritization shall be as follows:
    1. Faculty members from HEIs without government recognition or COPC;
    2. Faculty Members enrolled in programs related to agriculture and fisheries, natural sciences, energy, engineering, health and guidance counseling and/or other fields identified by the Commission en Banc;
    3. HEI personnel with technical functions that is crucial to obtain Government Recognition or COPC; and
    4. HEI personnel who earned micromasters or microcredits under the HUSAY program.
