It has come to the attention of the Commission that Cebu Normal University (CNU) – Main Campus, through Memorandum Circular (MC) No. 43, s. 2025 issued by President Daniel A. Ariaso, Sr. abruptly shifted to a 100% online learning modality. Allegedly, this abrupt shift was done without prior consultation with students and faculty members, nor with the approval of the CNU Board of Regents (BOR).
On 02 August 2025, President Ariaso issued MC No. 45, s. 2025, formally revoking MC No. 43, s. 2025 issued on 21 July 2025, reinstating MC No. 12, s. 2025 issued on 21 February 2025, which outlines the adoption of a Hybrid Learning Modality (75% On-site-25% Online) for both the Main Campus and Balamban Campus of CNU, covering the period from 22 February 2025 to 31 December 2025. MC 12, s. 2025 had been duly approved by the CNU BOR.
However, a perusal of MC No. 45, s. 2025 reveals the inclusion of new provisions, none of which were submitted to or approved by the CNU BOR.
To ensure compliance with CMO No. 4, Series of 2023 (Updated Guidelines on Onsite Learning in Higher Education) and appropriate monitoring of the said flexible learning arrangements, the Commission, in a Memorandum dated 02 August 2025, has directed the CHED Regional Office (CHEDRO) VII to monitor, investigate, evaluate and to submit a report not later than 09 August 2025 whether the CNU has committed any violation of the requirements as provided in the subject CMO on on-site learning.
