A teaching or non-teaching personnel employed in any of the following HEIs on a full-time basis;
Public or Private HEIs (excluding LUCs) that are institutionally recognized by CHED as Certified by the Office of Institutional Quality Assurance and Governance (OIQAG);
An HEI located in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) that is duly recognized by the Ministry of Basic, Higher and Technical Education (MBHTE); or
For Local University and Colleges (LUCs), LUCs with Institutional Recognition (IR) issued by CHED.
